My boss has asked me to produce a paper outlining the importance of appraisals and 1-2-1s with the subtext that they are not working and should be trashed.
I think this is a very bad idea, I've got 3 pages to explain why they must stay and are not just paper exercises - any tips about what to include?

Are they working?
Are they working? Can you tell him how they are helping you? Quantitatively?
Try to summarize here, people may be able to help.
1-2-1's & Appraisals
It seemt he key difficulty is that the organisation is having cultural difficulties have difficult conversations with poor performers and as such nobody at a senior manager level (yes thats right not one person) requires development, every body is "meeting expectations" or "exceptional".
It appears that the board solution to this cultural issue is to stop the appraisal but not replace with anything.
