Peer Feeback | How to give it, what to do?

Guys, I just began listening to your podcast (I quite enjoy it) and I have a question, what if you have a peer who is insecure, spreads untruths, and openly tries to sabotage you? I have gone to my manager who, rather than confront it, went to corporate HR and both came to me with an institutional response of ... we talked to him and he will not do it again", within a week the behavior was back. What is one to do? I come from a competitive environment where people appreciate intellectual dialogue and debate. I moved from consulting into the corporate (working for a GSE) world to build a solid and stable career, man I never expected this. Any advice? :x

Mark said it best.

The only thing I'll add is a side piece - do with it what you will. Try to stay above the pettiness. Give the feedback, but make sure you're doing it with love. You really have to be able to give it like breathing - light, easy, no-big-deal. If you can't, walk away until you can. It's all about the people.
