Onboarding Checklist - First Meeting with New Direct

What is the difference in onboarding a new direct from inside the company vs. outside the company?  With an internal promotion, peers and the new team may still see the new manager as being in their previous role.  What is the best way to clearly signal to the department and peers they are onboard?  What else may require attention for an internal promotion?
